Totaly normal! This type of thing is why submergible pools are recommended. In fact I'm a bit jealous - i provide submergible pools and my ungrateful brats never submerge, or at least they wont let me see

How long have you had her? If you have monitored her and she is free of mites or signs of shell rot, then sure, why not! HCA Care sheet suggests a feew weeks up to a month of this

any playsand is good! Popular brands are quikrete and sakrete. for a 40 gallon about 40 bags will be good, the rule of thumb is usually 1 bag of sand and 1 bag/brick of eco earth per 10 gallons, but you dont have to use ecoearth if you dont want to for some reason
