Crab went down wearing massive shell- dead?

So 3 weeks or so ago I noticed one of my small
Crabs wearing a very large pica shell, so large he could barely walk. I wasn't worried so I put all of the shells I have in the tank and figured he would switch out. Somehow I forgot about that crab till now... I know he didn't switch out and that he went under because, I know exactly how many pics shells I have and he is nowhere to be seen. My question is- what is the likelihood of this little guy making it to the surface. Should I maybe carefully dig all of my molters up to try and get him?

If he went down, he can get up.

They know what they are doing! He didn't change out of it for a reason, although we can't know what that reason was.

Lil crab in a big ol shell came up! Looking larger but still way to small for the shell- added a pic, just imagine she was even smaller before.
