There’s no hard-fast rule but generally it should be tall enough to both hold enough substrate for digging and still have headspace available for climbing.

There's no specific number on how tall your tank needs to be, but for a starter tank I would definitely recommend a 29 gallon.
This lets you have at least 6 in of substrate with tons of climbing space :)
I currently am using a 29 gallon for my four tiny crabs, and I have a large amount of substrate (8"+ in the deep end, 6"+ in the lower end) and also have a ton of climbing space:)
So I would say large enough for you to have 6 Plus inches of substrate and still have a ton of climbing space:)
