Your tank is making crystals!
It is totally harmless and is an effect of the moisture in the sub evaporating against the heater which is leaving all the mineral solids behind. It's like hard water buildup on a faucet, only it's not just minerals in your water but also in the sand. It's likely calcium and possibly gypsum.
