Cleaning and PPS

I'm not sure if this should go into the health section or this one...

I want to get some new crabs as I have an empty 20L and an empty 10--both previously used for my crabs who have upgraded to a 55.

Is is best to put the new crabs into a sterile environment (not literally, but new sand and EE) or one that previously housed two healthy crabs? Or some mix between the two?

"In the old days" people used to think that PPS was caused by too clean of an environment with no natural eco system (nitrifying bacteria) in place. When I read the PPS fact sheet, this was not mentioned, so I'm confused.

I've heard of people reusing sand, if the crabs where healthy why not? Then again- I'm cheap. Lol. I've heard of some people just baking sand to reuse as well. I honestly think it's personal preference.
