Hygrometer off this much?

I tested my hygrometer with the salt and a container 2 times and I get the same reading.
Could this one be off by so much?

Yes, it can. I haven't found a hygrometer, analog OR digital, that wasn't off to some degree!

Yep, the joys of equipment! 
Most people have had success using digital equipment (even then it can be off by 5 degrees). Analog gauges always seem to get faulty as the time goes on.

(EG according to my analog hygrometer my tank is that 30% however my digitial shows my humidity around 75% depending on location)

update, I returned the hygrometer and got a new one.
This one seems to be much more accurate.
