Mold/bacterial bloom/algae

Decided to take down some of my tin foil 'insulation' this morning and noticed this, I'm thinking algae but I really don't know. What's everyone's thoughts ?

Wondering if this is something I should dig out of the tank, but I have two molters down.. Hoping this isn't anything harmful. I searched the forums about mold and algae and this isn't bright green like the algae described by others but it not black like a bacterial bloom either- so I'm really in the middle with what I should do.

Poke a straw down and pull it back up. Smell the substrate. If it smells like rotten eggs, it's a bloom.

Otherwise it looks like some condensation has gathered there and you can just mix the sub up a bit in that area to aerate it.
