Is gorilla glue safe to use on a under the tank heater that won't stick to the tank

I would avoid using glue. Try duct tape or packing tape; something like that. :) No chemicals that way.
Crabbing since July 2014! 75 gallon with 12 Purple Pinchers.

My mom already put gorilla glue on it and already put it on the tank will it hurt dwebble if its outside the tank

I'd be worried about the fumes until it dries. Can't be good for dwebbles sensitive gills. If it's not dry yet wipe it off and use the duct tape.

It's completely safe when it's dry. It's the same thing as Great Stuff foam.
